Mayor Nial is an important NPC on OG Island. He is one of the first players encounter in Pow Vista.

Gives the quest Urgent Decree:

• Bring him x1Ceremonial Paper, x1Ceremonial Quill, and x1Ink Bottle for the Ceremonial Skateboard.

Talk to Mayor Nial periodically to receive a Ceremonial Skateboard.
