Go directly east and speak to the 
Old Torrey Captain, receiving the 
Ceremonial Paper. Return to the mayor.

Mayor Nial
Head west from Mayor Nial to the beach then southeast to the 
Turtle Warrior. Defeat them to access the 
Ink Clam. Take all 5.
Head back to the OG house (the house you left when you started the game) and speak to the 
Farmer and get the 
Ink Bottle.
Take the bottle back to Mayor Nial to receive the 
Ceremonial Skateboard!

You can periodically speak to Mayor Nial to receive another Ceremonial Skateboard.
