After a short boat ride, you find yourself in Torrey Village. Head directly east passed the water fountain, over a bridge. Follow the sidewalk south after crossing the bridge to spot the trusty bank. Directly south of the bank is
Tenka. Go down the stairs to start a cutscene.
After speaking with Tenka, do not forget to activate the
Torrey Village warp pad next to her.
We have to speak with Director Laika in a house over another bridge west.
Head inside and speak with Director Laika to learn she really doesn’t seem to care about the oil spill. She will direct you to
Boss Frack in Oil Creek to the south. We’re going to defeat two sets of mobs on the way for their guarded items. It will save some time.

East of the Oil Worker is a small forest path, take it. Follow until you reach the building at the end. Speak to
Boss Frack and he will tell you to go speak to his workers to get this oil spill under control. There’s nothing he can do about it. So much for being called the “boss.”
Once finished, head outside for a cutscene between Bill,
Judah, and
Anne. The situation is much worse than we initially thought.
Torrey Village is on the way to becoming uninhabitable due to the oil spill.
Head back through the grass path and speak to the northern most oil worker, Judah. The
Torrey Warrior have taken the
Hydraulic Pump. Turn it in to him now, if you have it.
If you do not have the hydraulic pump, defeat the Torrey Warrior and grab it. Take it back to
Judah.
Head south and speak to Bill for the next task. He asks that you bring him 4 pairs of
Oil-Resistant Boots from the
Oil Worker on strike. Give him the boots if you have them. He will tell you the last step is with
Anne, the only person you haven’t helped yet.
if you do not have the Oil-Resistant Boots, defeat the
Oil Worker, take the boots back to
Bill.
Speak to Anne and learn that we have to get this budget approved from
Gotz. She gives you the
Budget Approval Letter.
Gotz is in a building back by where you first stepped foot in
Torrey Village. Backtrack over both bridges and
Gotz’s place lies along the west side of Torrey. Speak with
Gotz to get the
Stamped Budget Approval. Take this back to
Anne.
Head back to Director Laika and be stopped for a cutscene.
Director Laika and
Choggafellow are distraught to learn their plan has failed and the money will stop rolling in. The oil workers have stopped the oil from spreading thanks to our help.
Tenka recognizes this and gives you the
Save The Bay Skateboard.
